Enlisted from Onondaga County, NY 4 November 1863. Mustered in at Camp Stoneman, DC on 30 November 1863 as a private of Capt. Joseph Herron's Co. I, 15th reg. NY Vol. Calvery. Col. Robert M. Richardson commanding.

Henry L. Carter was transferred to the second Provisionall Calvary on 17 June 1865. He was absent from his company for some time on account of sickness at City Point, VA., but at all other times was with his company. He received an honorable discharge at Louisville, KY on 9 August 1865 at the close of the war.
